Does anyone know what Community Policing is?  You hear the term thrown around a lot when talking about law enforcement, but what is it, really?  Community policing is a philosophy of full service personalized policing, where the same officer patrols and works in the same area on a permanent basis, from a decentralized place, working in a proactive partnership with citizens to identify and solve problems - Bertus Ferreira.  There is your Wikipedia definition, anyway.  


At its core, Community Policy is about working with the community to solve problems…whatever those problems may be.  It’s about the cat in the tree, helping the old lady cross the street, barking dogs, reducing speeding on busy streets, working with the schools, mentoring at-risk youth and working with the community to solve crime and quality of life issues.  It’s less about responding to crime, although we still do that, and more about being part of the community we serve and doing anything we can to help make it better.   No problem is too small or too big, we’ll do what we can to help.  


On to the blotter.  Here are the report calls that we took over the last two days.


20074424:  On July 28, 2020, at 9:49 p.m., JPD officers responded to a report of something suspicious happening in the library parking lot.  The reporting person told dispatchers that they saw a vehicle in the parking lot with the door open and honking and grunting they thought was someone possibly having sex.  When officers arrived, they found a man and woman who had been drinking and "fooling around."  They found the woman was under the age of 21 and that the man had supplied her with the alcohol.  Officers cited and released the 20 year old Jackson, WY woman for being a minor under the influence and the 21 year old Jackson, WY man for providing the alcohol.  


20074472:  On July 29, 2020, at 10:47 a.m., a JPD officer responded to a report of an Animal Attack.  We didn’t have any of our unarmed community service officers available that day, so a uniformed officer had to respond.   The officer learned a woman’s dog got out and into the fenced yard of her neighbor.  When she went to retrieve her dog, the neighbor’s dog bit her.  We will be checking vaccination records, but won’t be writing any citations.  


20074540:  On July 29, 2020, at 7:07 p.m., a JPD officer responded to the Cowboy Bar for a report of a fake ID.  The officer arrived, located the persons involved and determined they were, in fact, attempting to enter the bar with fake IDs.  We cited and released a 19 year old male and female, both from Bentonville, AR.  


20074563:  On July 29, 2020, at 10:11 p.m., a JPD officer responded to the Smith’s grocery store parking lot for a report of a man screaming and yelling and talking about a gun and shooting.  When we arrived, we found the man was highly intoxicated, but no gun was involved or in his possession.  The man was just a short distance from where he lived, had someone who could take responsibility for him, so we cleared the scene without making an arrest.  He was, however, in violation of his release orders from a previous arrest.  We will be informing the prosecutor’s office and let them determine what should happen next.
