The Jackson Town Council met in three separate meetings yesterday, Monday, April 15, 2019. Below are the action items from these meetings.
SPECIAL WORKSHOP
2:30pm
• In December 2018 the Teton County Board of County Commissioners passed a resolution increasing the number of members on the Teton District Board of Health and allowing any municipality in the County to participate and appoint one member. In February 2019, the Town Council passed a resolution agreeing to participate in the board and advertised for letters of interest. The Council interviewed two applicants for the Town’s appointed seat on the Board of Health.
REGULAR WORKSHOP
3:00pm
• Council approved the Snow King Avenue protected bike lanes for this summer and extended it from Millward St. to Cache Street.
• The Council heard matters relating to the Sagebrush Apartment Project and directed staff to work with the applicant to submit an application to transfer a 0.23 parcel to the Town subject to final review and approval at the May 6, 2019 regular Town Council meeting. The affordable housing deed restriction was continued to the May 6 meeting.
REGULAR EVENING MEETING
6:00pm
• The Council approved meeting minutes, disbursements, and the March Municipal Court Report as presented.
• Special events for the JH Live Concert Series, Touch A Truck, Teton County Fair, and Eagle Rock Indian Motorcycle were approved.
• A temporary sign permit for the Local Love with The Liquor Store, Travel Storys + JH Historical Society and Museum, and Shervin’s Tire Sale were approved.
• The Council approved Lower Valley Energy easements for the layout, construction, and maintenance of buried utilities and above ground appurtenances at the Home Ranch Parking Lot and North King Charter Bus pull-out.
• Proposed updates to the Municipal Code regarding Liquor Laws were discussed and continued to a special workshop on May 7.
• Item P18-338 & -339: Zoning Map Amendments for St. Johns at 460 and 660 East Broadway Avenue were approved.
• Item P19-018: Development Plan Amendment for Pine Glades PUD was continued to a date uncertain at the request of the applicant.
• Resolution 19-05 setting Design Standards for Wireless Telecommunication Facility Development was approved.
• Resolution 19-09: A Resolution in Support of Protecting Local Control over Public Streets and Public Assets and a Call on Congress to Reaffirm such Local Control by Reversing Recent FCC Actions Related to Wireless Facilities by Enacting H.R. 530 was approved.
• Ordinance T was approved at third reading to amend and Reenact Chapters 12.04 and 12.08 of the Town of Jackson Municipal Code related to Right-of-Way Wireless Communication Facility Development and will be effective on April 17, 2019.
• 6 ordinances (U through Z) were approved at first reading to update the International Building, Residential, Fuel Gas, Mechanical, and Plumbing Codes, and the International Fire Code and Wildland-Urban Interface to the 2018 codes.
• Council approved the request for County-funded expansion of START service from Jackson through Stilson to Teton Village at 30-minute intervals for the May 25 – June 30 timeframe, and in no way committing TOJ funding in the FY20 budget.
• The Council discussed a timeline showing components of the SPET cycle.
• The Town Managers report contained an update on sales and lodging tax and budget meeting schedule.
