Someone asked a little while ago, "Are school zones in effect when school is not in session such as Christmas holidays or summer break?" The answer is like it is for most legal questions, it depends. In this case, it depends on what the sign says. If memory serves, most of our school zone signs give the hours of when the school zone is in effect, but not necessarily a day of the week or "Only while school in session." That being the case, the school zones are technically always in effect between the hours on the sign indicated, holiday or not, summer break or not. Having said that, we do not enforce these zones when school is not in session. What would be the point? Be careful though, Middle School Road is posted 20 mph year round, regardless of whether school is in session or not. You’ll notice that sign doesn’t say, "School Zone" on it, nor hours of when it is in effect. Therefore, it’s 20 mph no matter when you travel on it.
On to the blotter. Looks like it was the day of found property. Unless you’re really interested, though, well focus on the crime stuff.
20011219: On January 13, 2020, at about 8:25 a.m., Cpl. P. Smith responded to a report of Destruction of Property. The Parks and Rec Department reported that someone had used a rock to break the windows at the Miller Park bus stop. We’ve attached a picture, so you can see what we’re talking about. Not cool. Our tax dollars are going to have to pay for that. Cpl. P. Smith is still gathering information, so we’ll see what happens.

20011248: On January 13, 2020, at about 12:22 p.m., Sgt. Weber responded to a report of an intoxicated subject stumbling into traffic. There were several reports, actually. A big, "Thank You" to everyone who called in. The subject was so intoxicated he was climbing on the bridge and falling on the ground. Throw in the 17 degree temperature and blizzard conditions and it wouldn’t have been too long before someone really got hurt. When the man saw Sgt. Weber’s car, he started running, albeit not very well and was easily apprehended. He didn’t have much of a chance, sober or not, because Sgt. Weber is a marathon runner. Even wearing 30 pounds of gear, she would have run him down with no problem. Once detained, Sgt. Weber confirmed he was extremely intoxicated. The man said he was going to Idaho Falls. That wasn’t going to happen in his condition, so Sgt. Weber arrested the 54 year old Cheyenne, WY man for Public Intoxication.

20011280: On January 13, 2020, at about 7:31 p.m., Cpl. Traphagan was at the Cowboy for a False ID. The suspect had already left, but they had a pretty good description of him and didn’t have a hard time locating the man. He was apparently wearing a lot of jewelry, not common for most men, unless it’s Marti Gras. When officers located the man, they found him to be very intoxicated. Cpl. Traphagan arrested the 20 year old Charlottesville, VA man for being a Minor Under the Influence.
20011290: On January 13, 2020, at about 10:03 p.m., a man came into the jail for his court ordered breath test. It is common for people to be released from jail pending court proceedings with what we call, "Release Orders." These orders may include prohibitions from drinking alcohol and the requirement to submit to daily breath testing. When under these kind of orders, you’d think the person would lay off the sauce knowing they’re going to be tested. Maybe this man didn’t think it through and came into the jail and provided a breath test that resulted in a .092%. To make matters worse, he left in his vehicle. Cpl. Traphagan quickly found the vehicle and administered field sobriety testing. The man passed believe it or not and while he wasn’t arrested for DUI, we will still be informing the judge he violated his Release Order. The judge may choose to revoke his release and put the man back in jail.
20011291: This is a Collision Hit and Run report started by Cpl. Traphagan on January 13, 2020 at about 10:09 p.m. It doesn’t look like he’s had time to do any work on it yet, so we’ll have to wait and see what happens.
