Council Action Items

The following is an overview of the Town Council’s actions taken at the September 10 joint meeting and at the September 17 special meeting, workshop, and regular meeting.  


Joint Information Meeting
Monday, September 10
Action Items


• At the joint meeting, the Council and Commission discussed templates for housing special restrictions and continued the item.  The Public Health Department presented their Community Health Needs Assessment Report and a discussion was held with the Forest Service on the Snow King Master Plan process.


Special Town Council Meeting
Monday, September 17
Action Items


• The Council heard a proposal from the American Legion Post 43 to replace the monument base of the broncing cowboy in town square with an updated memorial for our veterans.  Council directed the Public Art Task Force to prepare and propose a monument and memorial policy and procedure involving all appropriate stakeholders to the Town Council for approval and once approved, directed the American Legion to process their request through that newly adopted policy and procedure.


Regular Town Council Workshop
Monday, September 17
Action Items


• In their workshop, Council directed staff to continue refining the general framework and policies and procedures for the ombudsman position within the Victim Services Department of the Jackson Police Department and bring back a draft ordinance to Council at a future date for approval (this is proposed for October 15th).

• The Parks and Recreation Strategic Plan was discussed with Council.  

• The Council directed staff to draft an ordinance which will repeal necessary portions of the sign code and bring back to a future Town Council meeting. Then the sign code LDRs would be revised as necessary under federal law and presented in a draft ordinance at a future Town Council meeting. 


Regular Town Council Evening Meeting
Monday, September 17
Action Items


• A moment of silence was observed in honor of Mark Uptain.

• Meeting minutes and disbursements were approved.

• A malt beverage permit was approved for the Animal Adoption Center’s October 6th event.

• Council adopted the Federal Transit Administration (FTA), Federal Motor Carrier Safety Administration (FMCSA), and Drug Free Workplace policies and directed staff to inform and educate staff with the implementation of these policies.

• A Lease Agreement between the Town of Jackson and Geittmann Larson Swift LLC, was approved.

• The Council will be providing comments for staff to incorporate into a comment letter to the Forest Service on their Snow King scoping.

• Amendments to the Phasing Plan, Housing Section, and Development Plan was approved for the Hidden Hollow Development Plan and Master Plan.

• A fee waiver request, sketch plan, zoning map amendment, and conditional use permit for Central Wyoming College was continued to October 1st.

• The Council approved two Conditional Use Permits for a Wireless Antenna at Snow King Lot 59 Grand View Lodges and at 402 E. Snow King Avenue.

• The Encroachment Agreement with Overdyke Revocable Trust at 2128 Hidden Ranch Lane was continued to October 1st.

• A construction management plan for construction staging and phasing at 85 South King was approved.

• The Council approved the First Amendment to the Development Agreement for Hidden Hollow related to the Cache Creek tube.

• The Council approved the installation of a hose bib and all associated metering equipment for the landscaped area in the cul-de-sac of Stormy Circle with the understanding that all associated water bills will be the responsibility of one resident of the Stormy Circle cul-de-sac and directed the Town Attorney to create a memorandum of understanding with the resident responsible for payment of the water usage related to the cul-de-sac water meter.

• The Council considered and approved $5,000 as sponsorship funding on the Jackson Hole WILD Fest event.

• The Town Managers report contained an update on sales and lodging tax, SPET, and a retail liquor license.
