About The Town's Planning Process
New developments go through a number of approval steps before they can break ground. Applicants have pre-application meetings with the Town’s planning staff. Then, most applicants submit Sketch Plans. These are processed by staff and only deemed ‘sufficient’ when complete. Then, staff write reports with related recommendations, and present Sketch Plans to the Design Review Committee (DRC) and then the Planning Commission (PC).
Most, but not all, applicants must be approved by the Design Review Committee, depending on the zone where the development will be. All applicants go before the Planning Commission. After these reviews, Sketch Plans are presented to Town Council with recommendations from the DRC and PC.
Town Council makes final decisions to approve, approve with conditions, or deny these plans. If Sketch Plans are approved, applicants create Development Plans and a second three-part process begins. Development Plans are reviewed by the DRC and PC and then presented to Town Council with recommendations from the other bodies. Again, Town Council makes final decisions to approve, approve with conditions, or deny applications.
