Town Council Action Summary from Monday, December 3

For your information, the following is an overview of the Town Council’s actions taken at the Joint Information Meeting with the County Commission and the Regular Evening Meeting yesterday (December 3, 2018):

Joint Information Meeting

County Administrative Building

• The Council and Commission approved the special restriction templates with revisions for standard affordable ownership, restated affordable ownership, workforce ownership, and restated workforce ownership. They also approved the workforce rental and restated workforce ownership templates as presented.
• A revised Classification Map of Roads within the Urban Systems Boundary was adopted by the Council and Commission.
• A special JIM was set for December 20 to hear the Redmond Street Rentals Amendment item, which was not heard yesterday.
• The Council and Commission heard an update on countywide water quality.

Town Council Regular Evening Meeting

• Town Council meeting minutes and disbursements were approved as presented.
• Temporary Sign Permits were approved for The Phoenix and The Dragon, and Ceremony of Carols.
• Special Events were approved for the Pedigree Stage Stop Race, Winter Wonderland, Santa on the Square, and JH PBR.
• The special event for a Skijoring was continued so the race route could be further reviewed.
• An amendment to the Home Ranch Welcome Center MOU was approved which changes the hours that the welcome center is open and allows for the sale of Fall Arts Festival posters.
• Danny Wicke was appointed to the Design Review Committee for a partial term left by a resigning member.
• The 2018-19 winter sidewalk snow removal plan was approved.
• A new restaurant liquor license was approved for J&J Food Company LLC doing business as Miazga’s at 399 W Broadway.
• The Council approved changing the ownership name on a retail liquor license from Lawrence B. Hartnett to Bud’s Eastside LLC.
• The Plastic Bag ordinance passed 2nd reading which establishes disposal bag requirements in a new Jackson Municipal Code chapter 8.36.
• 2 ordinances passed third reading: Ordinance 1203 adding Chapter 16.50 to the Jackson Municipal Code Establishing an Office of the Housing Ombudsman and Ordinance 1204 an Ordinance Repealing Sections of the Jackson Regulations on Sign Code.
• 2 Planning items were continued to December 17: Item P18-330: Development Plan Amendment for Westview Townhomes at 1255 W. Highway 22 and Item P18-286: Subdivision Plat for One Town Hill at 680 S. Cache Street.
• The Council directed staff to bring back a budget amendment which provides funding for the rollout of the plastic bag program.
• The Town Manager’s report contained an update on a Council Retreat and the January CAST meeting.
