- The Council discussed potential revenue sources and made three motions. 1. to inform the County Treasurer, Assessor, and Clerk that the Town intends to implement a half mil property tax in 2021. 2. directed staff to revise the building permit fee schedule and bring back for council consideration 3. directed staff to hire a consultant to help draft and issue an RFP to implement a paid parking program in downtown Jackson.
- The discussion on the character of East Jackson was continued to a future workshop, date yet to be determined.

- A proclamation honoring local businessman and Valley Book Store owner, Steve Ashley was read.
- The Council approved meeting minutes and disbursements as presented, and the November Municipal Court Report was placed into the record.
- The Temporary Sign Permit: Good Samaritan Mission (P20‐212) was approved.
- The Council approved the Electric Distribution Easement to LVE at 255 W Deloney (P20‐202).
- A special committee was created for the purpose of approving the minutes of all Council meetings from December 21, 2020 through January 3, 2021 comprised of Hailey Morton Levinson, Arne Jorgensen, and Jonathan Schechter.
- The Council approved the Rangeview Park vicinity to utilize WWDC grant funding for water supply well feasibility exploration.
- The Contract amendment for wastewater COVID-19 testing was approved.
- The Council approved temporary signs and banners requested by the Pedigree Stage Stop Dog Sled Race.
- Staff was directed to prepare a formal letter from the Jackson Mayor, on behalf of the full Town Council, to be delivered to the Municipal President of Tlaxcala regarding becoming a sister city.
- The Council approved the gaming license renewal for the Elks Lodge.
- The Council suspended the El Metate restaurant liquor license for failure to pay sales tax.
- A contract with Salt Lake Express for additional START service was approved with conditions.
- The Council approved Item P20‐193: Partial Vacation without Replat at 415 E Deloney Avenue.
- A Parking Agreement between the Town of Jackson, Snow King Resort and the Snow King Resort Master Association was approved with conditions.
- Ordinance K, amending the Municipal Code for winter parking restrictions on level 4 of the parking garages was approved at third reading.
- Ordinance L, amending Jackson Land Development Regulations Section 6.3.3 Amount of Affordable Workforce Housing Required (Mitigation Rates) was approved at third reading.
- Ordinance U, updating the water and sewer rates in Jackson Municipal Code xxxx was approved at third reading and will go in effect July 1, 2021.
- Brad Hoyt, Hans Flinch, Katherine Koriakin, and Michael Stern were reappointed to the Design Review Committee.
- Amanda Lawson was appointed to the Planning Commission.
- The Council moved that before the Town advocates for any legislation that the Council should have a chance to weigh in on the issue.
- The Town Managers Report contained an update on the Victim Services Advocate position and December sales and lodging tax.
